WHY:  These funds mark the start of a new era for Santa Monica Bay.
      They are the first of $35 million earmarked for projects
      that will improve and restore the Bay, its beaches and
      watershed. (NOTE: For Santa Monica Bay, a total of $25 million
      is available from Proposition 12, and $10 million is available
      from the recently signed Clean Beaches Initiative.)
