WHY:      To recognize the completion of a significant enhancement to
          the existing water pollution control infrastructure that
          protects the public health and safety and environment of the
          coastal waters of Southern California. The eight-year design
          and construction effort was completed approximately $20
          million under budget (actual costs projected to be $380
          million; budget: $400 million) and on schedule. The
          construction effort created 18,000 jobs.
