WHO: Z-Tel Technologies, Inc. (Nasdaq/SC: ZTEL), a competitive
telecommunications company serving over half a million consumers
and businesses nationwide.

WHAT: Press conference on Monday, April 5, 2004

WHY: In response to the request set forth by FCC commissioners and
other policymakers urging telecommunications companies to negotiate
wholesale rates prior to the Supreme Court appeal. Z-Tel today
extended offers to each of the Bell companies for wholesale access to
their networks. Z-Tel is the first CLEC to respond to this request.

Z-Tel's "Twenty Dollar Solution" would allow it to obtain wholesale
access to Bell networks at a flat nationwide rate of $20 for a
five-year period. Z-Tel believes this rate will foster the development
of vibrant competition that will benefit consumers, and the Bells have
said that it will permit them to earn a profit that will give them
incentive to invest in next-generation networks.
