targeting of our nation's infrastructure at its
weakest point - the computer networks that control
and manage critical services, such as electrical
power, telecommunications, emergency services, air
traffic control, water systems, chemical facilities,
etc. . . . However, cyberterrorism is not likely to
occur in a vacuum. It will most likely be
accompanied by a simultaneous physical attack
against civilian population centers, where the loss
of those critical services will significantly
complicate search and rescue efforts."
