Universal Energy Services Report.

Why: Taylor has been instrumental in many of the department's
energy policy changes including the recently released
Universal Energy Services Report, which addresses the right of
all Minnesota energy consumers to have access to reliable,
sufficient and affordable energy services. The timing of
Taylor's presentation is perfect, because Great River Energy's
member cooperatives are currently developing energy
conservation programs specifically designed for low-income
members. State energy policy law also requires electric
cooperatives to increase their energy conservation and load
management spending from 1.5 percent of the generation and
transmission cooperative's revenue to 1.5 percent of
distribution cooperatives' revenue.
Great River Energy, Elk River, is the second largest electric
utility in Minnesota. As a generation and transmission
cooperative, the organization provides electric energy and
related services to 29 distribution cooperatives in Minnesota
and Wisconsin.
