 Denise Moreno Ducheny Denise Moreno Ducheny is a California State Senator and she represents district 40 that includes southern San Diego County, part of Riverside County and all of Imperial County. Ducheny is a Democratic. She lives with her husband Al Ducheny in San Diego, California.  (D-San Diego), Assembly Member Rick Keene Rick Keene (born November 16, 1957) is a California State Assembly member from the state's third district (representing Chico, Marysville, Grass Valley, and Truckee). Keene was elected in 2002. From 1994 to 2001, Keene served on the Chico city council.  (R-Chico) and Chief Deputy Finance Director Michael Genest will address state finances and whether local governments are in for another property tax shift.

Resources Secretary Mike Chrisman, Cal/EPA Secretary Terry Taminen and California Bay-Delta Authority Director Patrick Wright will share their views on the direction of the Schwarzenegger Administration on key water resource issues.

A luncheon panel will explore special district reform legislation and related topics. Speakers will include Peter Detwiler, consultant to the Senate Local Government Committee, Rob Roscoe, general manager of Sacramento Suburban Water District, and Sylvia Ruiz, legislative aide to Senator Debra Ortiz (D-Sacramento), who has introduced special district legislation this year.

Afternoon panels will explore the pursuit of a new drinking water drinking water

supply of water available to animals for drinking supplied via nipples, in troughs, dams, ponds and larger natural water sources; an insufficient supply leads to dehydration; it can be the source of infection, e.g. leptospirosis, salmonellosis, or of poisoning, e.g.
 standard for perchlorate and predictions for the 2004 November election. Top political veterans Richard Ross and Sal Russo will offer their take on what to expect from legislative races and the national presidential face-off.

The full-day event at the Holiday Inn Capitol Plaza in Sacramento is expected to draw water agency directors and managers from throughout the state.
