What:       The League board of directors will ask city delegates to
            vote on a resolution laying out the conditions under which
            the League could support a budget recovery package that
            includes local revenue "contributions", debt financing and
            a temporary tax increase dedicated to retiring short-term
            debt.

            This extraordinary meeting of the League's General
            Assembly is unprecedented in the League's 105-year
            history. It was called for by the board of directors in
            recognition that city officials' status as elected
            representatives gives them a special responsibility and
            role to play in the state's budget crisis.

Time/Date:  Thursday, May 15, 2003, 1:00 - 3:30 p.m.

Where:      Sacramento Community Theater, 1301 L Street
            (corner 13th & L Streets, Sacramento)

Who:        League Board of Directors and delegates from a majority of
            California's 477 cities
