WHO: Fire safety experts, agricultural leaders,
advocates for children, scientific experts
and others will assail a new California
Coastal Commission plan, scheduled to be
voted on July 10.
Among those planning to speak are John
Sibert III, the former chairman of the
National Coastal Resource R & D Institute
(NOAA); Don Wallace, the former president of
the Los Angeles Firefighters; and Kathleen
Burr-Ballesteros, who heads the Los Angeles
County Farm Bureau.
WHAT: Supporters and members of a new group
"Californians for Local Coastal Planning
(CLCP)" will detail their criticism of a new
plan by the California Coastal Commission
that eliminates local control and community
input into creation of Local Coastal
Programs (LCPs).
According to Barry Haldeman, chair of the
Californians for Local Coastal Planning
(CLCP), the new plan would promote highly
dangerous "fire promotion" policies,
virtually ban agricultural activities in
the coastal zone, boot small children and
sports teams out of a beloved community
park and ignore all community input into
the LCP process.
CLCP will launch its statewide effort to
educate the public and coastal communities
about the dangerous precedents that would
be set if the Commission's proposed LCP is
adopted -- and if land use decisions become
the domain of unaccountable officials in
state agencies.
The organization will announce its plans
during California Coastal Commission
hearings in Huntington Beach, where
commissioners are expected to reject
Malibu's own local coastal plan and for the
first time in history, impose a plan upon a
local community.

BACKGROUND:
"The California Coastal Commission The California Coastal Commission is a state agency in the U.S. state of California with quasi-judicial regulatory influence over land use and public access in the California coastal zone. has repeatedly attempted to expand its authority and control over local government and local communities -- far exceeding its constitutional mandate. A trial court recently ruled that the Commission has acted "unconstitutionally" beyond its authority in the "Marine Forest Society" case by attempting to act as all three branches of government. State Resources Secretary Mary Mary, the mother of Jesus Mary, in the Bible, mother of Jesus. Christian tradition reckons her the principal saint, naming her variously the Blessed Virgin Mary, Our Lady, and Mother of God (Gr., theotokos). Her name is the Hebrew Miriam. Nichols Nich·ols , Mike Originally Michael Igor Peschkowsky. Born 1931. German-born American stage and film director whose credits include The Odd Couple (1965) and the motion pictures Who's Afraid of Virginia Woolf? (1966) and followed that decision by rebuking the Commission for its illegal interference in a San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. San Diego includes the unincorporated communities of La Jolla and Spring Valley. Coronado is across the bay. Sanitation sanitation: see plumbing; sanitary science. District issue. "Now the Commission is making yet another move to illegally expand its control over local government and local communities by attempting to take local land use authority away from coastal cities and counties. The Commission staff rejected two Local Coastal Plans (LCP (Link Control Protocol) See PPP. LCP - Link Control Protocol ) created by local government and local citizens in Malibu, and instead are pursuing the unusual course of having a state commission impose a plan on a community -- with little local input, faulty fault·y adj. fault·i·er, fault·i·est 1. Containing a fault or defect; imperfect or defective. 2. Obsolete Deserving of blame; guilty. scientific study and no consideration for the wishes of the community at large. "The new Commission plan promotes dangerous fire policies, virtually bans agricultural activities in the coastal zone, calls for closure of a critical recreation facility used by thousands of children and eliminates needed affordable housing, among other defects. "If the Commission is successful in Malibu it will quickly move to take all authority and control over LCPs up and down the state -- eliminating local control over land use planning
Land use planning is the term used for a branch of public policy which encompasses various disciplines which seek to order and regulate the use of land in an efficient and ethical way. . Californians for Local Coastal Planning will work with other coastal communities and statewide organizations to ensure that local control and community input is not hijacked by the Commission," said Haldeman Haldeman may refer to:
