TOPIC: According to a New York Times/CBS News poll, Americans are largely
supportive of anti-terrorism legislation targeted at non-citizens, but they are
uncomfortable when such rules are made by executive order and fearful that they
may eventually impinge on the rights of citizens. According to the New York
Times, 8 in 10 of the 1,052 surveyed said they believed the president should
make changes in the criminal justice system in consultation with Congress,
rather than by executive order. About 65 percent said they were worried about
losing their own rights, while the vote was split evenly, 43 to 45 percent,
when asked which worried them more -- that the government would fail to enact
strong anti-terrorism laws or that the government would enact new
anti-terrorism laws that excessively restrict the average person's civil
