As a result, the EPA informed officials in those 31 states they must develop new plans to comply with the federal health standard within the next three years. Experts suggest increasing restrictions on industrial plants and toughening vehicle inspection programs to reduce air pollution. Deadlines for compliance range from 2007 to 2021 for those who have the most severe air quality problems.
