even when insured at the same level as whites, non-whites are less likely to
have a "consistent" relationship with their primary care providers. The report
concludes that this factor leads to a lower level of care. A congressionally
mandated body established to review medical issues, the Institute was
established in 1970 and is part of the National Academy of Sciences. Dr. Alan
