TOPIC: A MSNBC story reports that on Thursday the Federal Communications
Commission voted to phase out limits on how much of the airwaves mobile
telephone companies can hold in a single market. The spectrum cap, put in place
in 1994 to encourage wireless competition, will be lifted to 55 megahertz in
urban areas immediately and will be eliminated by Jan. 1, 2003, the story
reports. Cellular companies cited in the story say the move will improve
