TSI Executive to Moderate Discussion "Creating a

Content-Driven Direct Marketing Channel"

WHAT:   Michael O'Brien, vice president of marketing for TSI
        Telecommunication Services Inc. (TSI), will moderate for a
        panel titled "Creating a Content-Driven Direct Marketing
        Channel," scheduled for Feb. 20, 2003 at 5:25 p.m. at the
        3GSM World Congress in Cannes, France. O'Brien will be joining
        Dan Kranzler, chairman of the Mforma Group, and Matt Edelman
        of Marvel, to illustrate a game plan for operators, major
        media companies and infrastructure providers on working
        together to successfully drive powerful brands through the
        wireless channel.

WHO:    O'Brien is vice president of marketing at TSI. During his
        tenure at TSI, O'Brien has held various management positions.
        He has more than eight years experience at the company in
        various marketing and operations positions. O'Brien holds a BS
        in computer science from the University of Virginia.
