The Hoover Institution's National Security Forum has held conferences within the last three years on the Threat of Biological and Chemical Weapons and on the Transnational Dimension of Cyber Crime and Terrorism. The third Hoover National Security Forum conference, "Technology for Preventing Terrorism," will attempt to develop policy proposals and concrete initiatives for government and private sector consideration, designed to exploit this technological advantage for the purpose of preventing terrorist acts and related crimes. The conference will focus on three particularly important aspects of prevention programs: (1) advanced sensors for screening; (2) identification systems for recognition and tracking; and (3) data collection, analysis, and transmission. Richard Hearney of Business Executives for National Security will chair the speaking session, with a presentation by E.
