The Environmental Protection Agency (EPA or sometimes USEPA
 and Jackson State University Jackson State University, often abridged as Jackson State or by its initials JSU is a historically black university located in Jackson, Mississippi founded in 1877.  will participate in an Environmental Science Partnership signing ceremony A signing ceremony is a ceremony in which a bill passed by a legislature is signed (approved) by an executive, thus becoming a law.

Modern-day signing ceremonies are derived from ceremonies that occurred when the British monarch gave Royal Assent to acts of Parliament.

This Pilot program was created to help the Agency in its endeavors to strengthen environmental science capacity at postsecondary educational institutions that receive limited Federal funding to build capacity, particularly institutions that have substantial minority student enrollment.
