) Tuesday evening to push the board to adopt a resolution under which RTD would conduct a public hearing on "responsibility" prior to rail procurement The fancy word for "purchasing." The procurement department within an organization manages all the major purchases.  for the Southeast Corridor light rail extension when there are "substantial allegations" that a particular rail manufacturer is not "responsible."

In any determination of "responsibility," RTD would consider the manufacturer's record of compliance with federal, state and local laws, including those involving environmental protection and worker safety. Any manufacturer found not to be responsible would be ineligible in·el·i·gi·ble
