U.S. Customs Increased Enforcement on May 4 - Industry Experts

Provide Update on Changes in Enterprise Supply Chain Management

WHY:     Two converging events in supply chain management, CSI and the
         Sunrise Date, will have far-reaching effects on supply chain
         practices. Beginning yesterday (May 4), U.S. Customs
         increased enforcement. Inspectors will make post-departure
         audits to see if the data was actually sent 24 hours before
         loading, and violators may face $5,000 fines. Also, beginning
         May 4, containers described as "freight all kinds" or "said
         to contain" will receive "do not load" orders.

         CSI regulations are intended to improve U.S. security by
         tightening and expanding cargo-reporting requirements, and
         establish standards for the security and integrity of
         containers and cargo throughout the transportation supply
         chain.

         On January 1, 2005 (the Sunrise Date), the standard, North
         American 12-digit UPC barcode will no longer be supported by
         the Uniform Code Council (UCC), the governing body that
         issues barcodes. These barcodes, or Global Trade Item Numbers
         (GTINs), are critical tracking and audit tools in a secure
         and effective supply chain. Databases and processes that rely
         on the 12-digit standard will need to be altered to manage
         the new standards. Companies unable to meet the new standards
         will encounter costs in relabeling goods, finding new
         suppliers, or being shut out of markets.
