Background:
Since November 24, 2003, more than 3 million consumers in the top 100
largest metro areas have taken advantage of the opportunity to change
carriers without changing their numbers. On May 24, that opportunity
will become available nationwide. Every wireless number will
officially be eligible, but technical difficulties could limit some
transfers. The Federal Communications Commission has also mandated
that wireline consumers be able to take their numbers to wireless
carriers, but some state public utility commissions are granting
