                  Steps of United States Supreme Court

WHAT:             SWANCC v. Army Corps of Engineers will
                  determine whether the Corps has
                  jurisdiction over isolated intrastate
                  seasonal ponds across America because
                  migratory birds may land on them and if the
                  Clean Water Act gives the federal
                  government power to overrule local and
                  state land-use decisions about use of local
                  resources.

WHO:              Skokie Mayor George Van Dusen, chairman of
                  SWANCC, a consortium of 23 municipalities
                  formed in 1988 to implement long-range
                  plans to dispose of garbage in efficient,
                  cost effective and environmentally sound
                  manners.
