Silliman served on the BART Board of Directors from 1962 to 1974 and was the Board's President when the system opened in 1972. Prior to that time he also served on the Newark City Council and was a director of the Fremont Bank. Silliman passed away in September 1997. Blalock said that the bank wanted to donate a commemorative piece of art work and several ideas were reviewed before selecting the clock tower. He noted that while the project is not yet complete, the tower, which is 40 feet in height, is up and the giant clock is installed and operating. It is a digital clock which displays both the time and temperature. The total cost of the project was about $50,000.
