California Lottery lottery, scheme for distributing prizes by lot or other method of chance selection to persons who have paid for the opportunity to win. The term is not applicable when lots are drawn without payment by the interested parties to determine some matter, e.g.

WHAT: Governor Davis announced that the California Lottery and
the California Highway Patrol will coordinate efforts to
use the Lottery's unique statewide gaming system for Amber
Alerts. Last July 24, a statewide Amber Alert system was
created by Governor Gray Davis to better coordinate state
and local law enforcement efforts to find abducted
      children.

WHERE: The Amber Alert will be broadcast over the Lottery's
terminal displays and printed messages from Lottery
terminals in more than 19,375 retail locations (total
locations). Additionally, the Amber Alerts will be
broadcast over 5,600 Hot Spot Monitors. The California
Lottery's 2,800 retailers with wireless LED equipment and
clocks etc. located on playcenters at retailer locations
will also be part of this alert system. Retailers will be
able to print the Amber Alert information from the
terminal's message for customers as they currently print
       winning numbers reports.

WHEN: As of February 1, 2003, the California Lottery's system
gave law enforcement another way to send instant statewide
or regional alerts to citizens regarding information about
the abduction of a child 17 years of age or younger.
Information will include identifying description of the
child, the abductor and the vehicle.
