TOPIC: Nineteen states give taxpayers the option of completing and filing their
returns for free on government-sponsored Web sites, according to an article in
USA Today. Some experts in the software industry reportedly are concerned that
there may be a conflict of interest for the government if the sites ever begin
to advise taxpayers, the article states. Commissioner Charles Rossotti stated
that the IRS will continue to have private software firms handle electronic
