The board unanimously approved the new position at last week's meeting. The district has about 260 students who are severely handicapped in county special education programs.

Rich, who has been with the district for about 30 years, will be earning $15,000 more a year for an annual salary of $109,168, Olenick said.

 criticized the board action, saying the district is spending a lot of money on administrative positions. Brown said the administrators have better benefits than teachers, and board members voted themselves lifetime benefits.

``I'm a mom. I only get so much money. I make every single penny count.  Teachers Association. ``The district is wasting money. Students are lacking in textbooks, they need equipment and supplies and management just seems to get more and more.''

With the failure last November of a $91 million school construction bond measure, and the district in need of money to build new schools, Olenick acknowledged that the ``timing could be better,'' but he said the new position was necessary.

``There's no question in my mind that this position is warranted. I would not have supported it if it wasn't justified and necessary at this time,'' Olenick said.

Olenick added that the district will not hire another director to take Rich's place.

Education officials are discussing transferring control of some special education programs from the county to local Antelope Valley school districts.

The idea came from the high school district, and the two largest elementary school elementary school: see school.  districts, where officials say they have grown to such a point where they now command the resources to assume responsibility for providing such services.

The county has for 25 years operated programs for children with severe disabilities, including the deaf and hard of hearing, developmentally delayed students and children with multiple handicaps.

The local school districts run their own programs in which they provide services primarily to children who are mildly handicapped, have learning disabilities or speech and language problems.
