ADELPHIA TOLD TO FINISH UPGRADES.

Erland ``Erkie'' Kailbourne, acting chief executive officer of Adelphia, met with city officials two weeks ago to offer assurances that the company would do all it could to remain in Los Angeles and would begin taking steps to improve its service.
