The focus of the hearing was the utility of tax incentives in encouraging the development of technology for clean coal. ADA-ES' testimony discussed the importance of using R&D funding and tax incentives as a catalyst to stimulate the development of cost effective technology to control emissions from coal-fired power plants and the role these will play in helping the power industry address control of carbon dioxide carbon dioxide, chemical compound, CO2, a colorless, odorless, tasteless gas that is about one and one-half times as dense as air under ordinary conditions of temperature and pressure. .

ADA-ES' oral and written testimony was based on its experience in developing the mercury control market with support from government R&D funding. ADA-ES also addressed the Section 45 Tax Credit, which motivated the Company to develop a Refined Coal product. This product is produced from chemically modifying coal characteristics resulting in reduced emissions. ADA-ES has recently recommended an amendment to this rule to clarify pricing issues and simplify enforcement.
