ACWA Says New Delta Study Underscores Urgent Need for Action.

) today said a new study on the Delta's future again reinforces the urgent need for a high-level effort to address mounting threats to a key ecosystem and a critical water supply for 25 million Californians.

"This is an excellent report based on the most recent findings and thinking, and it further bolsters the fact that the Delta in its existing configuration is broken," ACWA Executive Director Steve Hall said. "It identifies and analyzes a number of alternatives that are worthy of consideration."

The study, titled Envisioning Futures for the Sacramento-San Joaquin Delta and prepared by the Public Policy Institute of California Public Policy Institute of California is an independent, nonpartisan, non-profit research institution. ), notes that the Delta is steadily deteriorating.

Hall said the PPIC's approach appears to be consistent with actions recommended by ACWA in its 2005 water policy document, "No Time to Waste: A Blueprint for California Water." The Blueprint raised the visibility of the Delta's dire situation and called for immediate action by Governor Schwarzenegger to appoint a blue ribbon commission Noun 1. blue ribbon commission - an independent and exclusive commission of nonpartisan statesmen and experts formed to investigate some important governmental issue

 to analyze the Delta's vulnerability and develop a strategic plan to reduce risks to the state's water supply system and the environment.

While welcoming the report, Hall said, "The time for a study is over. It's time It's Time was a successful political campaign run by the Australian Labor Party (ALP) under Gough Whitlam at the 1972 election in Australia. Campaigning on the perceived need for change after 23 years of conservative (Liberal Party of Australia) government, Labor put forward a  for leadership and decisions, a role only our political leaders can play. In developing this report, PPIC has done a great public service; now it is up to our political leaders to do their job and take the next step.

Hall also praised the authors of the study for eliminating some of the more extreme alternatives, such as halting Delta exports altogether or constructing downstream physical barriers to keep out seawater seawater
