The award recognizes lawmakers for outstanding achievement in moving California's water policy forward. Senator Costa and Assemblyman Machado were honored for their work on the $1.97 billion water bond that will be on the March 7 ballot.

Costa and Machado chair the key water committees in their respective houses and have provided unstinting leadership over the past two years in crafting the comprehensive measure -- the largest water bond in California history.

"Despite its vital importance to California prosperity, water policy is not an issue of choice for most legislators. It's complex and it's contentious," noted ACWA Executive Director Steve Hall. "Senator Costa and Assemblyman Machado, however, have exhibited outstanding leadership in crafting this bond measure that will provide water supply and water quality benefits for all Californians."

Costa and Machado engaged the full spectrum of water interests -- urban, agricultural, environmental, business and labor -- in a two-year process of defining a bond measure that would meet the state's most critical water needs. Even after the proposal stalled stall 1

In addition, Costa and Machado garnered key support from Governor Gray Davis in the waning days of this legislative session to win passage of the comprehensive measure by both the State Senate and Assembly.

The bond -- Proposition 13 on the ballot -- will improve California's dry-year water supplies by approximately 1 million-acre-feet through a variety of groundwater storage, conservation and recycling recycling, the process of recovering and reusing waste products—from household use, manufacturing, agriculture, and business—and thereby reducing their burden on the environment.  and other innovative management programs. Programs funded by the bond will also provide for improved water quality.

"Both Costa and Machado exhibited the kind of leadership that demonstrates their deep concerns for the long-term prosperity of California," Hall noted.

ACWA is a statewide organization whose 440 members are responsible for about 90 percent of the water delivered in California.
