The agreements resolve many construction-related matters involving issues such as traffic management and permit handling. They also allow each city to improve its infrastructure during construction.

Los Angeles City Councilman Svorinich also pointed out that the Corridor Cities had previously secured a major mitigation measure in the early stages of the project in the form of a 10-mile, 33-foot-deep below-surface railway. Beginning in the city of Compton, trains will descend into the below-ground-level corridor through the cities of Lynwood, South Gate, Huntington Park and Vernon.

The entire project will eliminate traffic conflicts at nearly 200 street -level railroad crossings, reducing traffic delays by 90 percent.
