HELLO, HIGH PRICES: Although prices vary widely, cellular phone service appears to be least expensive in the East and most expensive in California, according to a new survey by International Data Corp.

The study, which looked at 22 cellular phone markets, shows a wide range of prices for ``megaminute'' calling plans, in which customers pay a flat monthly fee for a maximum number of local calling minutes.

According to IDC, AT&T offered customers in Atlanta 2,000 minutes for $99 a month, while MCI (1) (Media Control Interface) A high-level programming interface from Microsoft and IBM for controlling multimedia devices. It provides commands and functions to open, play and close the device.
