ANOTHER REASON TO COMPLAIN: At the Better Business Bureau in Dallas, you can complain all you want to - but it'll cost you. The agency, which has traditionally had no fees for its service, began this month to charge $9.50 for handling each complaint against a business. The bureau contends the fee is needed to speed up services. In Dallas, a current exception to the fee is when a complaint is filed over the bureau's World Wide Web site. Other BBBs don't plan on adopting the fee structure any time soon. ``I'm not going to charge somebody who's already been scammed for the privilege of telling me about it,'' said John Riggins, president of the nearby Better Business Bureau of Fort Worth.
