ACE arrests two officials for making illegal appointments.

KARACHI, September 12, 2009 (Balochistan Times): The Anti-Corruption Establishment, Hyderabad has arrested two Grade- 18 Officers of Education Department in a case FIR No.1/2009 registered against them for making illegal appointments through the receipt of illegal gratifications. Known as the Hyderabad Education scam unearthed recently when an EDO (Education) Syed Muzaffar Ali Shah was suspended by the competent authority, as he ordered illegal and unauthorized appointment in his department by taking huge amount of bribe. The arrested Officers are Saeed ur Rehman, a Grade 18 Officer and presently posted as ADEO (Edu) Male, Hyderabad, while the other Officer is Saeed Noonari, a former ADEO (Edu) Male, Hyderabad, now posted in Tando Muhammad Khan as DO (Planning). According to ACE sources, the allegations are that Syed Muzaffar Ali Shah and others had appointed 183 individuals in the Education Department unauthorisedly, illegally and without fulfilling of codal formalities. Out of these, he appointed 103 as JST on the Secondary side, 66 JST on the primary side, while 14 ministerial staff were appointed. The teachers appointed never passed the IBA test held in 2007. It is also alleged that he appointed people in lower grades against non-existent posts. Furthermore, the former EDO (Edu) had issued Order dated 29th May 2005, for allowing the construction work in the premises of Government (N) Muslim High School, Cloth Market, Hyderabad, after conducting an agreement with Rizwan Builders through the Head Master Fayaz Ahmad Khan on 14th June, 2008. Many private persons had paid a good amount for the shops. But the plot to make money at the cost of the school and after the intervention of the Zila Nazim and inspection thereafter of the technical team of the ACE, it was thwarted. The suspended EDO (Edu) is on bail and was said to be instrumental on the attack of the present Secretary Education Rizwan Memon, when he appeared before the Hyderabad Bench of the Sindh High Court, where he later took refuge. Further investigation is in progress and a couple of more arrests are likely.
