They will execute the project on a "build, own, operate, and maintain (BOOM)" basis. Construction is to begin immediately, with electric power scheduled to be available as early as March 1996. Full operation in combined-cycle mode is expected within 36 months. The entire Termobarranquilla project (TEBSA) also includes the acquisition and rehabilitation of an existing 230 MW gas-fired thermal plant.
