A.V. TEEN FACES HATE CRIME CHARGES.

Federal charges were filed Thursday against an 18-year-old Lancaster youth for two 1996 attacks that authorities say were part of an attempt to scare African-Americans off the streets of Lancaster.

``It's another step of addressing the situation with regard to the series of racially motivated assaults that occurred two summers ago,'' Assistant U.S. Attorney Michael Gennaco said.

Dillard surrendered to federal authorities within the past month after a warrant had been issued for his arrest for violating the conditions of his house arrest, Gennaco said.

, who was assaulted outside a Lancaster video store by two assailants, one wielding a baseball bat.

Prosecutors said the attackers yelled racial slurs and ``white power'' slogans.

The federal indictment said the attacks were part of a conspiracy between Dillard and two other people - both now behind bars - to intimidate African-Americans from using the city streets in Lancaster.

, both of Lancaster, were charged in the attack on Cotton, which triggered a string of hate crimes in the Antelope Valley. Williams also was charged in the Miller assault.

Within 10 days of the Cotton assault, four more hate crimes were reported. The string of violence prompted a Lancaster City Hall peace rally, establishment of a hate crime hotline and creation of a human relations task force.
