The Antelope Valley has led Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County in child-abuse reports since at least the mid-1980s - for reasons still not fully understood, which could include a greater inclination by valley residents to report suspected abuse that proves later to be unfounded.

The number of reports has gradually declined in the last five years. Sheriff's deputies took 541 reports last year, compared to 509 in 1996 and 582 reports in 1993.

Child abuse investigators say they find about half of all physical child abuse cases are without merit, but 90 percent of sexual molestation molestation n. the crime of sexual acts with children up to the age of 18, including touching of private parts, exposure of genitalia, taking of pornographic pictures, rape, inducement of sexual acts with the molester or with other children, and variations of these  reports are legitimate, officials said. Last year, they investigated 319 sexual abuse reports and 222 physical abuse reports.

Investigators say there are several reasons why Antelope Valley reports are higher than elsewhere, including better training and more diligence among workers at local schools, hospitals and churches at reporting abuse.

In an effort to deter child abuse locally, officials are now aiming to prevent child abuse before it occurs.

``We're putting water on the fire after it's started,'' said Becker. ``We need to stop the abuse before it occurs.''

One of the new programs, expected to start in June, is being initiated by officials at Antelope Valley Hospital. The hospital has invested more than $300,000 into a program that will identify, track, counsel and otherwise aid families judged to be at risk of child abuse.
