Steven Biafora, owner of J & S Properties, is seeking a conditional use permit to build a 85,148-square-foot complex between the freeway and 15th Street West, north of Avenue L.

Plans for the complex include two National Hockey League-size ice rinks and one roller hockey rink.

``It will be a family-oriented, state-of-the-art facility,'' Biafora said.

The request for the conditional use permit will come before the Lancaster Planning Commission Noun 1. planning commission - a commission delegated to propose plans for future activities and developments

City staff is recommending approval of the project, citing compliance with zoning - the land is zoned for general commercial uses - and is in keeping with the city's General Plan goal of developing recreational facilities.

Plans call for using one ice rink for public skating. The other ice and the roller hockey rink would be used for hockey league games and practices and by hockey schools. The complex would include seating for 354 spectators.

The complex would have a pro shop, locker rooms, a snack bar and video games See video game console. . Plans also call for 24-hour on-site security and Biafora has offered to house a sheriff's substation at the site.

``Lancaster holds the demographics for us,'' Biafora said. ``The place is growing. There are 2,600 in-line roller skaters The following is a list of notable roller skaters. Biafora is hoping to have the complex open in August or September.

The complex is planned for six acres of a 13-acre parcel.
