A.V. HAS STAKE IN BUDGET; ITEMS RANGE FROM COMPUTERS TO MUSEUM UPGRADES.

Byline: Jim Skeen Daily News Staff Writer

Books and computers for the Lancaster library, a concession stand and restrooms for a soccer complex, and money for improvements to the Antelope Valley Indian Museum are all a part of the state budget forwarded Monday to Gov. Pete Wilson.

The budget includes $500,000 for library books and computers for the Lancaster library, derived from a state effort to foster partnerships between libraries and schools.

The library project is part of a joint powers agreement joint powers agreement n. a contract between a city, a county, and/or a special district in which the city or county agrees to perform services, cooperate with, or lend its powers to, the special district.  between the city of Lancaster The City of Lancaster (2002 population: 133,914) is a local government district with city status in Lancashire, England. ``While it is obvious the Antelope Valley stands to benefit tremendously from this budget, we must remember these projects still must be approved by Governor Wilson who has line-item veto power,'' said Assemblyman George Runner, R-Lancaster. ``The reserve is almost nonexistent non·ex·is·tence

The budget also includes $200,000 for concession and restroom buildings for the Lancaster National Soccer Center. The city of Lancaster is developing the soccer complex to serve Antelope Valley youth and be an economic tool, attracting regional and national tournaments to the valley.

Eventually, it will replace the foundation's storefront museum in the base housing area.

Museum plans call for putting in a research library, a gift shop, a small theater for videos and movies, and exhibits. That work will be done on a ``self-help'' basis as volunteer labor, materials and money allow, said Doug Nelson, museum curator.

Other Antelope Valley items in the budget include $120,000 for an air conditioning system for the Indian museum and $100,000 for improvements to Palmdale's McAdam Park pool.
