Best Co. has upgraded the debt rating to "a-" from "bbb+" for the $149 million 8.25% surplus notes due 2011 of Blue Cross and Blue Shield of Florida Blue Cross and Blue Shield of Florida is Florida's largest health insurance provider and plan administrator.
