OLDWICK, N.J.--(BUSINESS WIRE)--June 8, 2004

A.M. Best Co. has downgraded the financial strength rating to B+ (Very Good) from B++ (Very Good) of Paramount Care, Inc. (Maumee, OH) and Paramount Care of Michigan. The rating outlook is stable.

This rating action reflects the significant decline in earnings of both companies in 2003 and the first quarter of 2004, along with the current level of statutory capital.

The decline in earnings has resulted from the Medicaid business, which has turned unprofitable and from which Paramount Care is not expected to exit. A.M. Best is concerned that continued declines in operating income Operating Income
