A.M. Best Co. has downgraded to A (Excellent) from A+ (Superior) the financial strength rating of the Berkley Berkley (bûr`klē), city (1990 pop. 16,960), Oakland co., SE Mich., a suburb of Detroit; inc. 1932. It is chiefly residential.  Regional Group, Greenwich, Conn.--a segment of W.R. Berkley Corp. The rating applies to the group's lead company, Berkley Regional Insurance Co., and the15 reinsured subsidiaries and affiliates; it is based on the consolidation of these companies.

Best believes that the available margins in this sector will enable the group to return to profitability that is consistent with its A rating, but that may fall short of "superior" standards. Further, the parent's financial leverage has increased over recent years to levels that have limited financial flexibility.
