Highmark continues to move forward with its successful business development strategy. The company provides a broad range of health care services, including medical, dental, medical stop-loss, reinsurance The contract made between an insurance company and a third party to protect the insurance company from losses. Highmark's operating performance has rebounded well over the past three years. Underwriting profitability continues to grow, while a combination of fixed and realized investment income augment overall operating performance.

However, the organization continues to encounter a very competitive operating environment In computing, an operating environment is the environment in which users run programs, whether in a command line interface, such as in MS-DOS or the Unix shell, or in a graphical user interface, such as in the Macintosh operating system.  as it strives to maintain both regional and national platforms. Although there are no significant obstacles to current business development objectives, Highmark is exposed to heightened regulatory risks as a result of a highly politicized business environment in Pennsylvania and its imposed ceiling on risk-based capital. Furthermore, the long-term impact may prevent Highmark from being as opportunistic as other national competitors.

Cash flows and debt service coverage remain adequate at this time. The repayment of borrowed money over the past year improved leverage and coverage ratios and helped to support the affirmation of Highmark's debt rating.
