The two factors are credited with bringing city departments close to a 100 percent compliance rate in preparing for the change of the calendar year from 1999 to 2000, an event that experts predict might cause computer systems with older software to fail.

With a two-year review of its technological infrastructure nearly complete, city officials reveal that only three software programs used for minor administrative functions await patches to keep their data from being affected by the arrival of the new year.

Officials last week reported the city is 95 percent Y2K-ready, but predicted the percentage would climb closer to 100 percent by the time an official Y2K-readiness report is delivered to the City Council in mid-October.

The remaining software being studied for any necessary fixes would be corrected by the next council meeting, or long before the turn of the calendar year, said city management analyst Frank Oviedo this week.

``The city is prepared to continue operating after Dec. 31, 1999,'' Oviedo said. ``We would never dare say we were 100 percent ready, because there's always the possibility of some unforeseen computer glitch A temporary or random hardware malfunction. It is possible that a bug in a program may cause the hardware to appear as if it had a glitch in it and vice versa. Besides taking a look at the city's internal operations - including computer systems and emergency response procedures - city officials conducted external audits of all agencies, businesses, vendors, suppliers, utilities and financial institutions with which the city conducts business.

In January, the city formed a Y2K See Y2K problem and Y2K compliant.

Overall, analysts and emergency response coordinators say the city government is protected from Y2K glitches, but also prepared to address events beyond its control - such as loss of utilities.

Although the city formed its Y2K committee only nine months ago, staff members in the technical services division, who followed the computer industry closely and were forewarned of the Y2K glitch years ago, already had begun replacing older machines with Y2K-compliant models gradually, as needs for upgrades or new equipment arose.
