The full blame has been passed to the poor lady who was driving the car. Surely, while driving we don't expect cycles being ridden by children across our path. But why overlook the parents negligence negligence, in law, especially tort law, the breach of an obligation (duty) to act with care, or the failure to act as a reasonable and prudent person would under similar circumstances. . How could they allow a small child to go out all alone on a highway and cross the road on a cycle. Parents also have some duty towards their children besides giving birth to them.
