The necessity of developing the conceptual foundations for a troop protection system is that the system should not be just new; it should also be scientifically substantiated and the same for all the services, combat arms and the special forces. Previously we had a system of protection from mass destruction weapons (PMDW). But it lacked any scientific foundations and validations, although, for some unclear reasons, it became an element of operational and combat support. (1) As the present writer sees it, this definition is more preferable, because, being based on the problem and functional classification of the military science, it neither rules out nor even downplays the importance of the just mentioned subject, combat-arm-service classification, while providing a definite advantage in terms of deeper penetration into the essence of the warfare process at the functional level. From this perspective, the essence of confrontation in the process of warfare consists in each side opposing to an enemy engagement the protective actions of own troops, which must rise to the capabilities of the opposing side's weapons. Since in the course of combat operations the adversary will seek to use various types of influence (fire, force, electronic, information, psychological, beam, toxic, ecological, etc.), which normally occur all together, the protection system, accordingly, should provide for corresponding types of countermeasures That form of military science that, by the employment of devices and/or techniques, has as its objective the impairment of the operational effectiveness of enemy activity. It follows from the foregoing that the comprehensive engagement (pressure) on the part of the adversary in the process of warfare must be opposed with all-out protection of own forces. The problem of creation and introduction of a troop protection system requires that we deal with a number of general tasks of methodological nature. As automatic control systems take hold in line units, the controlling of forces and assets increasingly transmutes to the control of operations. Creating a troop protection system based on the functional principle will assist the process. This is why it is felt as necessary to investigate the essence, content, methods and other provisions of operation (combat) control and link them with provisions on troop protection. This assertion is correct, but only in relation to command and control of forces. As is common knowledge, warring sides at all times sought to control not only their own forces but also the adversary's actions, using for the purpose different methods of deception and psychological pressure. To do this, the control process is made to involve not only the friendly forces and the adversary, but also the environment. The environment has much energy potential and can, under certain circumstances, put a considerable impact on the state and activities of friendly forces and the adversary. Certainly, the idea to control the environment for military purposes calls for the development of relevant highly effective methods and technical assets. At the same time, 21st-century wars will emphasize the problem of protecting "the quality of the environment." As is common knowledge, the objective of any operation (combat) basically contains two main missions: to rout (defeat) the adversary and to achieve territorial supremacy, the latter understood as the capture of a territory or the holding of a territory. What is meant in the overwhelming number of cases is the quantitative aspect (the size of an area, distance to the forward line, etc.). But combat operations may change a teritory's properties and make it unfit unfit not properly prepared, e.g. physically incapable of performing hard work as in racing, because of lack of training. Increasingly of importance today is the problem of creating a base of knowledge on troop protection in view of a continuity gap that has formed in consequence of the elimination of the old MDW protection system and resignation of the relevant specialists, and the delay in creating a new troop protection system. The present writer believes it can be solved by creating a specialized discipline, "History of Troop Protection," within the military science and by developing specialized interactive modules for automated command and control systems, containing expert systems to support the algorithm of decision-making on troop protection. It ought to be stressed in conclusion that creating and introducing the new all-round troop protection system is a difficult and big task, but it must be tackled without delay, in a purposeful manner and on a strictly scientific basis, because it is only in this way that we may maintain combat skills and combat capability of our forces at a level enabling successful performance of combat missions.
