A single Senate vote prevented passage of a proposed constitutional amendment to ban flag desecration Flag desecration is a blanket term applied to various acts that intentionally deface a flag, most often a national flag (though other flags can be defaced as well). Often, such action is intended to make a political point against a country or its policies.  (S.J. Res.12). The ideologically and politically diverse opposition to the amendment, which came close to attaining the required two-thirds majority required for passage, point out that such a ban would have compromised freedom of speech and expression and allowed an irreversible irreversible (ir´ēvur´sebl),
