See Synonyms at encourage. their possessor to launch a first strike. Russia no longer fears such an attack by the United States. Modifying the treaty would be vastly preferable to abrogating it. Though the doctrine of mutually assured destruction no longer looms over Russian-American relations, the ABM ABM: see guided missile.
