Although Air Force commitments reportedly kept Roadman from AHCA's annual convention in Hawaii, he greeted members in an opening session videotape, discussing restoration of Medicare cuts, survey system alternatives, and staff shortages. "His message was very well received," said incoming AHCA Chair Gerry Baker. "Members are eager to meet him and anxious for him to get started."

Some providers welcomed the chance to start fresh but worried that Roadman is an industry outsider. According to search committee member David Banks, chairman of Beverly Enterprises, Roadman is not only a health care leader, but an insider where it may count most, in Washington.

Dan Mosca, immediate past chair of AHCA's board, and six selection committee members narrowed the field to five candidates, "Dr. Roadman kept surfacing at the forefront because of his leadership, proven management ability, communication skills, and ability to visualize the future," says Mosca. "His knowledge of health care and status as a physician gave him additional credentials."

Roadman's record shows his ability to get good things done, says Mosca, and he overcame committee concerns about his military background. "He's an adept individual with the flexibility and capacity to work with private industry," says Mosca. "His views on future directions closely coincided with AHCA's current plans to focus on quality and provide fairer opportunities for employee recruitment, retention, and education through equitable reimbursement."

After entering the Air Force in 1968, Roadman received his medical degree in 1973 from Atlanta's Emory University School of Medicine and completed an obstetrics and gynecology obstetrics and gynecology
