Legislation has been introduced this session in more than 30 states to limit government liability. Minnesota crafted legislation that maintains the incentive for government to fully disclose potential problems and resolve them. Their "immunity carrot" law provides protection only if state agencies and local governments identify their Y2K problems and make reasonable efforts to correct or mitigate them. They also must file a disclosure of the problem with the Department of Administration by July 1. Virginia Delegate Joe May, co-chair of the House Science and Technology Committee, says that Virginia adopted immunity legislation for both the state and local governments because it is a state in which individuals can bring suit against the state.
