 William D. Payne William D. Payne is an American Democratic Party politician, who has served in the General Assembly since 1998, where he represents the 29th legislative district. He has been the Assembly's Deputy Majority Conference Leader since 2002.  has sponsored legislation that would require the state's Treasury Department to divest To deprive or take away.
