Fixing this system will take some time, money and political backbone on the part of county commissioners, who for too long have been content to look the other way rather than enforce the law (and anger constituents). Failure to do so threatens the quality of life in a county that will face intensifying land-use and zoning conflicts as its population and development grow in the decades to come. County officials announced this week that they've reached an agreement with Bob and Russell Leach, the latest owners of the popular speedway that has operated and expanded in blatant violation of county zoning ordinances for decades. Under the agreement, the county will make adjustments in the fines it has assessed against the racetrack in exchange for acknowledgement from the Leaches that the county's rulings were appropriate.
