The 159-member Commission was created by the first special session of the General Assembly on disarmament held in 1978 to follow up on recommendations made in its Final Document and to make its own annual recommendations to the Assembly on disarmament problems. Not a substitute or pre-condition In the confidence-building text, the Commission said these measures must b"neither a substitute nor a prc-condition for disarmament measures nor divert attention from them". Confidence-building required consensus of States participating in the process and was a step-by-step process involving measures expressing political commitments and of military significance to strengthen confidence and to lessen tension, the guidelines stated. These measures should be implemented at the global as well as on the regional level. Verification: Different techniques The Commission formulated a text on three aspects of verification-principles; provisions and techniques; and the role of the UN and its Member States in the field. The Commission endorsed a non-exhaustive list of 16 general principles which could be added to those stated in the 1978 Final Document. Adequate and effective verification requires employment of different techniques, such as national and international technical means, and international procedures, including on-site inspections, the text stated. The Commission did not reach agreement on several other proposals in connection with the role of the United Nations in this field, such as the desirability of creating a verification data base within the United Nations.
